1. It is easier to paint everything with the same brush, and be able 
to go home that night with a clear conscience and enjoy one's private 
life, leaving more time to work on the tasks one's superiors have 
charged one with in the unreasonable time frame they require.

2. It is easier to dictate a blanket policy that all those under you 
must follow, so as to effect 1.

3. It is easier to disallow those under you from making per incident 
judgment calls (2.), so as to not have to keep dealing with the issue, 
facilitating 1.
