The way it was explained is that the provider, Rogers in this case, would provide services not available to a non-locked mobile.  Exactly what or how was not explained and I didn't pursue it.

He is not with rogers, he is with Virgin.

I doubt that he can get more functionality than the Full functionality of an rooted phone.

Maybe for people that don't want to mess with their phones they do.
