Android phones are sold by many carriers, so if you buy the phone from a
carrier
it will be tied to that carrier.

However, there are exceptions. One of them is that Google is selling the
NexusOne
directly from their web site (which they said a practice that is going to
stop soon). The other is alternate firmware that makes the phone not tied to
a specific carrier.
