That's the crux of the matter IMO - scale.

My neighbours jumping on my wifi to surf is one thing.  Having one of 
the largest corps's in the world collecting this data on a worldwide 
basis - for commercial purposes - is another matter entirely.  It's not 
even close to the same scale or level of concern.

And don't even start with the 'it was an accident'.   Like Google didn't 
know what it was collecting accidentlyonpurpose. The code didn't self 
generate, and they certainly new they would be collecting this 
information - they were deliberately collecting it remember.  You send 
out cars worldwide with code written to copy wifi signals and don't have 
a meeting on collecting sensitive information, and make a decision to 
proceed anyway? I'm certain that's what happened.
