The way I understand it is that Yak colocates their own DSLAMs in COs. And
the Bell DSLAM is where the throttling is usually done, hence you can get around
that. I'm sure they also have their own backbone stuff after the DSLAM as well.
(I believe that Teksavvy also has their own backbone stuff, partly, but no DSLAM
of their own. Primus apparently also has their own DSLAMS.)
