Ow about having the program install routine offer to download the table? Or download it at first run?

I've created a life expectancy calculator that I'm making available 
under the GPL.   Boring stuff, but some actuaries wanted it as a tool to 
educate people on how long they're likely to live and thus how much they 
need to save for retirement. 

The calculator uses commonly available mortality data tables, there's 
lots kicking around on the internet.  I'd like to distribute one of 
these tables with the calculator.  Even if I get permission to 
redistribute the data tables though, it's likely to be informal - 
probably won't get the formal ability to release the data under 
something like the GPL. 

What options do I have to distribute the calculator + the data tables in 
these circumstances?  Can I provide two seperate downloads?  Or if I'm 
using tables from a US government site do I just bundle it in and beg 
forgiveness later?
