As I recall, Vista achieved this by not really shutting down. It would
store something like a hibernation image on the disk. I presume Win 7 is
the same.
As you might also have realized, Windows does as little as possible before
displaying a login screen. It gives a false sense that it is done booting.
If one logs in before it's fully started up, the login process takes much
longer. The perception works though and people prefer to see it supposedly
booting faster.
